TEMPORARY RESIDENCE PERMIT FOR PRESS CORRESPONDENTS AND EMPLOYEES OF PRESS AGENCIES
legal basis: Articles 31, guideline -SDG-461-2007, from 12 March 2007
1. Request to the general manager, signed by an official representative of the press agency which provides the income of the correspondents or employees of foreign press agencies. With this kind of inquiries the signature must be authenticated by a notary or by a responsible official. If the press agency does not have its seat in the country, the request must be submitted to the consulate of Costa Rica. The request should contain the following documents:

a) Background of the request, in which the request and the activities, which the foreigner will perform in the country, are described and justified.

b) Data of the public representative of the press agency who is demanding a temporary residence permit for the correspondent or employee for the agency:

" Complete name
" Nationality
" Occupation
" Address and telephone number in Costa Rica
" Further documents that support the request
" Place within the legal district of San José or an electronic medium determined by the Ministry, which is specified in the Official Journal, in order to receive notifications.
" Date and signature

c) Data of the correspondent or employee of the press agency, who is to receive a residence permit:

" Complete name
" Nationality
" Date of birth
" Occupation
" Address in Costa Rica
" Further documents that support the request
" Migration status desired
" Complete names and nationality of parents

2. Original and photocopy or one by a notary authenticated copy of the identity card or the residence permit of the official representative of the press
agency, which wants to employ the foreigner. If the mentioned representative is not a regular resident of the country, one by a notary authenticated copy of the passport must be submitted.

3. Certificate of the legal capacity of the press agency, which requests the temporary residence permit for the foreigner; the registration data, the representation of the agency and the duration of the legal validity of the company should be stated. The date of issue of the document should not date back more than three months. If the press agency is not registered in the country, a document authenticated by the appropriate consul must be submitted, in which the validity as a legal person in the country, in which the agency resides, is confirmed, so that it is valid for the Ministry. With the authentication the authenticity of the signature of the official, who issued the document abroad, must be confirmed by a consul from Costa Rica. It must contain likewise a confirmation of the competence of the issuer of the document. Further the signature of the consul from Costa Rica must be authenticated by the Costa Rican State Department.

4. Report of the Ministry of Labor and Social Security, from which it follows that the foreigner will not implement public work in the country according to the article 76 and 259 of the law. Therefore the agency must submit an appropriate report in accordance with the procedures, requirements and conditions of the Ministry of Labor and Social Security.

5. Birth certificate of the correspondent or employee of the agency which specifies the names of the parents.

6. Certificate of good conduct from which it follows that the applicant did not commit any crime, neither in the homeland nor in the country in which he lived during the last three years.

a. In order to be valid for receiving a temporary residence permit, the birth certificate, certificates on previous
convictions, copies of the passports or other documents which were issued abroad must be present as certified translations in Spanish or certified by a notary with appropriate knowledge of the relevant language. The birth certificate must be issued in the homeland. If previous convictions are present, the certificates must have been issued in the homeland or the country, in which the foreigner has been living legally during the past three years. The legality of this stay must be explained reliably.

b. In exceptional cases, when it is impossible to submit the birth certificate with the names of parents and/or the certificates on previous convictions because the government in the homeland can not issue them or because of other serious reasons, one can be excempted from submitting these documents by placing a request to the Ministry, in which the impossibility must be described convincingly. The request is examined by the Ministry and, if necessary, is submitted to the national council which takes the accordant decision.

9. Proof of the payment of US $30 (thirty dollar) or the equivalent amount in Colones, subject to the exchange rate of the Central Bank of Costa Rica, for the residence formalities for the first entry of the foreigner in favour of the applicant.

10 Tax stamp: 125 stamps for the request and 2.50 for each sheet.
